i don't feel like it was anyone's individual move per se....it seems like they pretty much all wanted it and all hinted around to one another about it until it just happened.

From what everyone's said, Baylor decided to pull the trigger and went to talk to Coach, Eliza, and Jason about going for it. Eliza talked to Abi, and boom. Everyone wanted PG gone but someone had to take the initiative to make sure it happened, and Baylor's the one who did it.
